I am not a surfer, but why deprive these legendary wave gods and adoring fans the right to enjoy a day at Nazaré?
It's very clear the sane people of Portugal need to make a stand.

It seems to be a bit of an over-reaction to a low Covid risk activity, watched by low-risk individuals (younger, fit, probably not obese), outside, with good winds in a salty environment.

What the hell. Ban or police large gatherings of people, who in their right mind would ban people from surfing there. The problem is not the surfing, it is the unchecked mass gatherings of people to watch.
