Since 1 July 2021, the day when the new directive that amended the VAT regime came into force, all goods imported from third countries, including those up to €22, are subjected to VAT, which means the end of the previous exemption from VAT on community purchases up to €22. All purchases of goods on websites based outside the EU now pay VAT and are subject to customs procedures, regardless of value.
If before there were already problems in the delivery of goods from abroad, now the scenario is far worse. This situation, according to information released by Diário de Notícias, has resulted in thousands of orders being held at customs and are still awaiting shipment.
The European directive - which was supposed to come into force at the beginning of the year, and because of the pandemic just came into force this summer – applied to all member states and changes the VAT regime and complementary legislation on transactions outside the EU.
Furthermore, an official CTT source admitted to The Portugal News that there have been delays in the delivery of goods in the EU. For them, this new European directive brought changes and now the market has to get used to it. At the moment, according to CTT, the complexity of the new process and the inexperience of sellers outside the community space, with the new procedure, are causing constraints.
"It took us less than an hour to release the product"
However, the Tax Authority (AT), the entity to which customs belongs, published a note on its website, on 2 September, after being criticided and accused of causing the delays, saying that they took less than an hour to release a product.
“After receiving the customs import declaration from CTT, AT processes the declaration relating to the postal order, performs all required validations and then allows the release of the goods in less than 1 hour”, reads the AT statement.
According to AT, before sending the declaration, CTT has to check whether the online platform through which the purchase was made has ensured the payment of VAT, otherwise, CTT contact the client requesting documents relating to the postal order and payment of VAT. Then, based on the information sent by the clients, CTT submits the customs import declaration, requesting customs to release the order.
In the same note, AT holds CTT responsible for complaints that customs has received. "The complaints that AT has received in this regard refer to orders from CTT, which or did not present any declaration to AT, or in cases where AT has already authorised the released of the goods, that is, always before or after customs intervention”, they said, suggesting that clients should contact CTT directly whenever they have questions regarding this matter.
Sellers don’t send info on VAT payment
The same official source from CTT told The Portugal News that they are doing their best to improve the situation and mitigate delays; however, CTT adds that there are more entities involved that need to be aware of the new rules in order to solve the problem.
“CTT’s current customs process is based on prior notice information from the company that sells the goods outside Europe”, said CTT. This means that proof of payment of VAT must be provided from the seller to the postal operator of destination - in this case CTT - by an electronic message complying with a specific protocol.
However, when this message is not sent by a company that sells the goods outside Europe – “which has been very frequent at this early stage - CTT cannot ensure that the product in question has the VAT paid and this does not allow its release for shipment to the final client”, adding that “is only valid for this purpose the electronic information provided by the seller, so it is not even possible for CTT to complete this information, due to AT’s imposition, even if it is provided by the client”, CTT explained.
The current process requires sellers to be aware that they have to start giving more information to CTT. In this sense: “CTT is working to raise awareness of the new rules”, appealing to its clients to respond to customs clearance notices and to send complete information that allows CTT to complete processes within the deadlines.

My parcel from the UK was cleared by Customs on 2 September but has still not been delivered. The problems are clearly with CTT and not AT.

Sure, ok, but CTT is the problem. They insist on sending information which they take weeks or months to send out, and on it goes. Deliver the package, collect the amount owing from the recipient, and done! Don't make something difficult that can be simple. And if the recipient is not home, leave a delivery note with sufficient time to pick up at the local post office. The current system spends more time (and money) to recover small amounts of IVA, which is a money losing proposition. But this is the Portuguese way! ????

When you receive said information advising you of a parcel at CTT, there is a number pertaining to the goods, but when online it asks for a second number, where would one find this number? When going to CTT physically, they informed me they could not help, everything is online. It would be helpful if CTT could publish a step by step procedure as to how to access and complete this form so goods can be released. Also their letter arrives with often only one day grace to do said operation, especially during this summer when everyone is busy this is often not an option to jump to it getting tied up in trying to decode their instructions. It is a total mess! CTT are ill equipped and have not thought this through to make it easy for their clients. It is easier just to write off the goods. Also when ordering from Amazon Spain or Germany, it allows you to order (when you think you are ordering from the EU) but actually goods are despatched from the UK. No where on their website does it say country of origin.

Sounds a bit as if you were against paying VAT, or for exceptions for citizens from a certain third country.
Well, I believe that VAT should be paid on all goods without exceptions.
If there should be delays, just order from inside the EU! This will help all EU citizens. I have just had a record speed delivery from Germany inside 2 days after the order.

The whole business of trying to send anything to Portugal, from outside the EU, has been ridiculous, infuriating, and a total waste of time for a number of years now. The Alfandega has demanded that my daughter pay taxes on birthday and holiday gifts, and got so bad that they refused to deliver Christmas presents unless she paid excise, so I demanded that they return everything to the US. Never again. I no longer send anything from the US, and instead order gifts from within Portugal...which isn't ideal, as there are many things I would like to send my family that they can't get there. I used to send huge boxes of presents to them, and there was no demand they pay taxes. Ever. Shame on Portugal for this mean-spirited, unnecessary, and ultimately money wasting endeavor. Bah humbug!

I agree between CTT and customs there is absolutely no coordination. I had a parcel sent with DHL and arrived in 5 days. A parcel which had tax paid sent via ctt spent 5 weeks in customs. The most ridiculous thing is that 3 days after the tracking showed customs had returned the package i received the FIRST communication from ctt telling me i needed to clear the package from customs!! Have complained re this type of service several times to ctt but needless to say, even though their charter says they will reply in 10 days there has been no response. So how long before the government takes a more positive action rather than throw more money at a private company
My advice for anyone importing from outside the eu is to use a reliable courier rather than an inept profiteering ctt.

What a mess! I ordered a second-hand book from UK, price £2, and when it arrived in Portugal CTT sent me a registered letter saying ‘an object’ had been received and a request to register with them and open an account, following which they forwarded me online a lengthy customs declaration form to complete. The form assumed I knew what the ‘object’ was and who had sent it. After completing the form it would not send - it just froze. I wrote to CTT about what had happened but after three weeks have not received a reply. What happens to parcels sent as gifts, i.e. not from a ‘seller’?

I have decided not to buy anything that I previously bought online from anybody, including from Portuguese suppliers. I can't afford to waste my time. I'll just wait a year or so until they manage to sort themselves out. Mind you I think a year or two might be optimistic. We are still waiting to get a doctor here after more than 18 months, the alternative is to turn up at another health centre at 3am on Saturday if I need a doctor. Currently I'm considering selling up and going back to the UK, the dream is being destroyed by Portuguese beaurocracy, I've pumped more than €200,000 into the economy over the last 5 years.

Very old situation made me confused about costums: a book on a MOMA exposition on Conceptual Art(so from US). Simple book, cost less than 40 euros and to get it it was necessary to pay X5/6 the amount paid for the book!! I thought”This is ridiculous”. Nothing controversial (nude pics, etc) and with this ppl get a really good incentive not to order anything in the future. I thought this was petty.

I've been waiting for multiple items to be delivered from Switzerland since June. All were ordered from the EU but I didn't realise they would be dispatched from Switzerland. I received various letters from CTT in August asking me to pay VAT on their web site. I've been unable to do so because most incorrectly state that the origin was China (someone at CTT obviously doesn't know that CH is Switzerland) and it's not possible to correct this. Also CTT have provided insufficient information to identify which parcel is which so I've been unable to complete the price details for the VAT calculations. This problem has continued with items ordered after 1 July which the vendor assures me have already had VAT prepaid; were sent with all relevant paperwork and there should be no delay - but CTT are still sending VAT demands for these packages and are not delivering them. I have given up ordering anything mail order at all until CTT sorts this out. I'm a bit offended by the commenter who implies that we are experiencing problems because we are buying things from the UK and don't want to pay VAT. All my purchases were made in the EU (or so I thought) - I am happy to pay VAT (albeit not twice per item with a €2 handling fee added on each time!). I just want my purchases delivered!

I have had a number of gifts, birthday or just care packages that have been stopped by customs. They have demanded I send invoices and other information which I don't have as I didn't order the item. A friend's sent me a Christmas gift. Order it in November 2020, arrived in Portugal March 2021. Understandable due to lockdown. However I was unable to provide all the paperwork to clear customs. It still has not been returned to sender... It is getting close to 1 year! Portugal is the worst country I have lived in for receiving post or sending it, and I lived in Switzerland for 8 years!

CTT , absolute joke. All parcels send by myself and others to Portugal held up and increasingly extortionate charges applied, I had to pay €260 vat for my birthday parcel which I had paid around the same to send by courier and arrived late because of hold up with CTT. Your postal custom system is incompetent and a scam.

WHEN they notify you? no no no, IF they notify you. I was sent 4 gaming dice by a fellow backgammon player in Michigan. Because of the AT/CTT "system" (that title is a joke) my friend had to declare 1) it was a gift and 2) it had a value of 13 dollars.
The result? NO CONTACT WAS EVER MADE. AT blames CTT and CTT blames AT and then....heres the punchline...they sent it back to America. They had my address, the contents, that it was a gift and that it's value was 13 dollars. Only utter incompetence explains why they don't walk up to my door and deliver the package. GREED and Incompetence.

I'm pregnant and lots of friends and family want to send me gifts from the U.S., but basically can't because of this policy (I started telling people not to bother years ago after Christmas gifts were stopped by CTT). What kind of country does this? I feel like I live behind the Iron Curtain.

My family send me some of my personal stuff and food item from India, I have paid custome duty also couple month ago, and still got reply from CTT that Sir the parcel is with custom department and we can not do anything. I dont know this people live in 100 years behind. That was 2 parcel each 10 kg. All the food product is west.

We have had to pay customs duty on letters of no monetary value that were sent from the UK. Just post from our old address that we wanted forwarded. I don't understand it and we can't seem to explain this to anyone. I do understand why countries charge duties on things that are imported, but on simple letters of no value it seems a real shame. Definitely gives a bad impression of this otherwise lovely country. I hope they resolve it with some common sense at some point.

I have been trying to receive my personal mail that was send from the US in February 2022. after speaking with CTT (locally and in Lisbon) I am being told that it will be sent back to the sender. Still waiting 4 months and it is still sitting in Lisbon. Don't know what the next step is. This is only PERSONAL MAIL! i.e. bills etc.

I posted a SECOND-HAND EDUCATIONAL book, worth about 15 euros, on studying LAW as a BIRTHDAY GIFT to a friend in Portugal. I completed the custonms declaration with all the information I had available...it has been rejected and will hopefully be returned. I do intend to complain directly but I'd also like to point out that if they are going to require importers to complete the form it is a bit stupid (and bureacratic) to have the form in Portuguse, after all it is NON Portuguese people who are going to be completing it? And I'd suggest they should also have a box to tick indicating the sender does not have any other supporting information where items might be second-hand etc? Pete.

A parcel sent from UK that has a custom declaration on the parcel. Customs and insurance paid. This Can not be delivered in Portugal as it is in France,USA and Morocco.I am asked for information I do not have as that information is sent to CTT and it is ON the parcel ( a gift).
