Sintra, with 17,035, Coimbra, with 15,854, and Vila Nova de Gaia, with more than 13,523, complete the top five.
At the other end of the scale are Corvo, Barrancos, Lajes das Flores, Vila de Rei and Mourão, which are the municipalities with the least vacant houses, in the same order.
Housing is currently at the centre of the debate in Portugal, with the country experiencing a housing crisis, which has become more acute in recent years. In order to mitigate the problem and increase the supply of houses (mainly for rent), the Government designed the Mais Habitação package of measures, which is under public discussion and generating a strong wave of controversy.
These numbers are quite meaningless if not put in relation to the cities population.
