In the second report of the fourth round of verification of compliance with the recommendations issued in this area, GRECO states that Portugal satisfactorily complied with only three of the 15. The remaining 12 recommendations were "partially implemented".

GRECO considers that the level of compliance with the recommendations remains “globally unsatisfactory” and requests the Portuguese authorities to present reports by the end of the year on the progress made in implementing the pending recommendations.
