Depending on the date of application, these municipalities will have restrictions on movement between 11pm and 5am on weekdays and between 1pm and 5am on weekends. On weekends, shops will close from 1pm and open from 8am (except pharmacies, clinics and offices and petrol stations). Restaurants from 1pm on can only operate through home delivery.
This will be reassessed every 15 days by the Government, the list of municipalities at high risk of transmission of Covid-19 is defined according to the general criterion of the European Center for Disease Prevention and Control (ECDC) of "more than 240 cases per 100,000 inhabitants in the last 14 days", and considering the proximity to another municipality in this situation and the exception for outbreaks located in low density municipalities.
The list can be found in https://covid19estamoson.gov.pt/novas-medidas-para-concelhos-de-risco-elevado/.

Reinstatement of the civic duty to stay home

So what is actually ok to do between 5 am and 11 pm on weekdays ?
I get confused. If you need to stay home. All the other rules make no sence.
Can this be clairified ?

To those who still truly believe their government is looking for out for their best interest, reclaim your power (and sanity) back quickly before they push you further down the garbage chute.
If the endless list of farcical & comical regulations by our authorities do not convince you to think otherwise. I don't know what will.
On a given Saturday , perhaps you're still up to walking into a restaurant with a mask on, to then sit down and take it off for 1 hour whilst you finish your meal and still fear you might get the covid virus that gives you a 99.9% chance of survival ?
...whoops sorry, you can't even have lunch in a restaurant on Saturday anymore ;-)
There goes my favourite restaurant guillotined into oblivion having been put on their knees all these months.
Reminds me to tell you my fellow citizens, the freedoms you have enjoyed in a democracy have now been completely eroded ! Having fun yet ?
Oh yes one last thing, they might be letting out the prisoners soon due to increasing covid cases in the penitentiary.
Maybe you should be scared now ?

A state of emergency with the international airports still operating and with no quarantine requirements?, that's similar to driving a motor vehicle dangerously but being sure to carry a fluorescent vest as a precaution.
