In a joint statement, the ministries of Economy and Digital Transition, Internal Administration, Health and Infrastructure and Housing state that the passenger location form (PLF) must be completed by all passengers on flights to or from mainland Portugal, including passengers on flights from the Autonomous Regions of the Azores and Madeira.
According to the Government, the PLF must be filled out electronically after checking in and before boarding time.
“Failure to comply with the obligations to submit and verify the completion of the PLF constitutes an administrative offence, sanctioned with a fine that can vary between €20,000 and €40,000, when practiced by the airlines or the entities responsible for the management of the respective airports or between €300 €800 when practiced by passengers”, says the statement.
The executive also emphasises that the completion and presentation of the PLF by all passengers allows the health authorities, "with full respect for the personal data protection regime, to carry out the tracing of contacts regarding confirmed cases of Covid-19, and to interrupt possible chains of transmission".

A €300 to €800 fine for individuals who can't produce a completed electronic PLF form? May I respectfully ask what compensation the government will pay to fined individuals in case the relevant website malfunctions? Or is someone in authority prepared to become a laughingstock by stating that this will never happen?

Do they have a Paper form? Some airline do not give you your seat till your at the air port. AND Often the Internet goes down at Airports so no way to fill out the form. If there was a Paper version of the form there would be no issues. This is a major COSLTY concern with the Airlines as they dont want to be fined and Computers and the Internet does go down. Wonder if some airline stop flying there over this rule?

you have to fill in the form after check in and before boarding electronically. So without a smartphone and internet connection you are not allowed anymore to enter Portugal? That must be a mistake

It looks like Portugal's Finances department have become addicted to fines from failure to produce a correct Covid test on arrive by air.
The department has just ported the fine structure form one form of punishment to another now the revenue has now closed from incorrect Covid tests (due to entry rule changes) instead they want to punish travelers with punative fines because they may have inadvertantly failed to complying to PLC breaches on entry into Portugal by air.
Noone needs a PLC if you drive over the boarder.
It's just another money making excercise due to tax income from tourists being poor for the last 2 1/2 years.
I bet the maney raiesd will not stay in the reigions of Portugal were the fines are issued.

Other countries are removing restrictions. And also Portugal has reduced requirements for entering the country. But forces these ridiculous fines. And now with 50 000 new cases per day. It is no longer any use of testing and tracing infection. remove this stupid card !!

These fine will not stand up in court. Accept the fine if you couldn't fill in the form and take it to court. This is part of regulations and not the law, Period!
