Also according to the same note, “EU sanctions do not include the administrative loss of nationality, nor could they do so for basic reasons of respect for the rule of law”.
Investigation
In the reply sent to Lusa, the MJ recalls, however, that “the conditions for granting that nationality are under a judicial investigation that is ongoing”. The Government also reinforces that the sanctions decreed by the EU, which already affect “many hundreds of Russian citizens linked to the regime” and which should soon be the target of a new package of punitive measures, “are immediately applied in our country”, but those decreed by “third countries, such as the United Kingdom, do not necessarily and immediately apply in the territory of the European Union”.
Russian citizens targeted by sanctions are, in particular, banned from moving within the European area and have seen their assets in the community space frozen.
British sanctions
British sanctions halted the process of selling the English football club Chelsea, owned by Abramovich, and the club is still barred from selling game tickets and trading players. The Russian billionaire had announced earlier this month that he would sell the European and world football champions club "due to the current situation" in which Russia has invaded Ukraine, promising to revert the profits to the victims of the conflict.
Nationality
The Attorney General's Office (PGR) in Portugal confirmed on January 19 that the granting of Portuguese nationality to Russian businessman Roman Abramovich under the Nationality Law for Sephardic Jews is being investigated by the Public Ministry.
In parallel, the Institute of Registries and Notaries (IRN) also announced at the end of January the opening of an inquiry on this matter. The Russian billionaire's naturalisation information was revealed at the end of 2021.

Also his close ties with Putin.

Rabbi Daniel Litvak of the Israelite Community of Porto, who certified the geneological descendancy of Roman Ambramovich from the Sephardim of 15th/16th century Portugal, was today detained by the Policia Judiciaria on charges of the traffic of influence, active corruption, falsification of documents, fiscal fraud and criminal association. Other members of the CIP to whom competency of certification was attributed in 2015 are also being questioned following a policial raid at the HQ and removal of documents. It is not known if the lawyer to the Community, Francisco de Almeida Garrett, has been detained or if his aunt, ex presidential candidate Maria de Belém Roseira is involved . The candidature of other Israeli/Russians for citizenship may have been suspended.
Clearly this is a matter of civil law being allegedy breached and not of sanctions being applied due to the Ukrainian conflict.

Now we learn the Rabbi involved in handing out citizenships to so called Jewish descendants has been arrested trying to flee to Israel and that many thousands of citizenships have been handed out in exchange for suitcases full of cash

Haaretz has just announced that "Porto´s Jewish Community said public prosecutors were also investigating the certficates of Portuguese nationality granted by the Lisbon Jews to Franco-Israeli billionaire Patrick Drahi -the founderd of the Altice telecom group". The Israeli embassy in Lisbon has made no comment concerning current investigations into other of its citizens who are subject to similar allegations.

Following search by the PJ at his house and office, the lawyer Francisco de Almeida Garrett has been cautioned for complicity in the charges already current in respect of Mr. Ambramovich´s "acquired" Portuguese nationality.

EU agrees to freeze Roman Abramovich's assets – diplomatic sources
The EU is to sanction Roman Abramovich and other oligarchs in its latest round of punishment of Russian billionaires who have been seen as supporting Moscow’s invasion of Ukraine, AFP cites three diplomatic sources as saying.
Abramovich and the others are being added to a list of individuals whose assets in the EU - including superyachts and mansions - can be seized and entry into the bloc refused, the diplomats said.
According to one source, the stated reason for sanctioning Abramovich was because he “is a Russian oligarch who has long and close ties to Vladimir Putin,” to whom he has “privileged access”.
Sanctions will be effective only after publication on the EU’s official journal, which usually happens within hours or the day following formal approval.
