Madeira probably has the best infraestructure in Portugal but the least economical prospects: the GDP revolves around very low qualified labour, servilism in tourism mainly, the medium wage is the lowest. Qualified people only option is to get out.

Madeira is a beautiful island and while tourism will come back post pandemic, it badly needs to diversify its economy. Attracting businesses and highly skilled individuals should be a priority. This can only happen through liberalising the market and cutting red tape (e.g. near impossibility of firing someone, the law for not contacting employees outside the working hours, etc).
