According to the authorities, violent crimes involving suspects between the ages of 12 and 16 are on the rise.
In 2021, 832 youths with links to gangs were arrested by the GNR and the PSP police. Of these, 29 youths detained by the PSP were under 16 years of age. The Government has announced the creation of a special team to prevent juvenile crime.
Early intervention keeps children from becoming life long criminals.

We need good social programs and community centers and community groups that will help to deter our youth to not become criminals.

Children who become 'involved' in gangs have been groomed, manipulated and exploited, often also threatened, terrorised and emotionally abused.
They are victims, not suspects. To criminalise them simply compounds their abuse.
It's so sad to see the Portuguese police taking such an outdated, simplistic approach to such a complex problem. Have they not heard of contextual safeguarding?
