“The decree approving the Agreement between the Portuguese Republic and the United Kingdom of Great Britain and Northern Ireland on mutual recognition for the purposes of driving and exchanging driving licenses has been signed”, says a statement released after the meeting of the executive.
With this agreement, driving licenses issued by issuing entities in both countries will be mutually recognised. After Brexit, the system of driving licenses issued by Member States of the European Union or the European Economic Area no longer applied to the United Kingdom.
At the same session of the Council of Ministers, the Economic Cooperation Agreement between the Portuguese Republic and the Republic of Moldova was approved, which aims to develop and strengthen economic cooperation between the two States. The objective of the agreement is to “intensify and diversify bilateral economic relations on a mutually beneficial basis”, said the Council of Ministers.
Does this mean that you are entitled to all your entitlements that you have on your license

With this agreement does this mean that group BE allowing towing of a trailer, that does now not require a test in the UK, will be transferred over to a Portuguese licence which does require a test for this group? Previously IMT would not allow this without proof of a test from DVLA

As I understand the law, you can continue to use your UK license with all of its entitlements until its renewal. It does not mean you can change it for a Portuguese license gaining those same categories. In other words forget your granny rights, they will still want to see proof of a passed test.
