More caution is only required, especially in areas where the number of cases have increased, said on 13 July the spokesman for the French Government, Gabriel Attal, at the press conference after the Council of Ministers.

Attal insisted that the application of travel restrictions to Portugal and Spain is not foreseen. At the same time he announced that Tunisia, Cuba, Mozambique and Indonesia were transferred to the “red list” of France, which makes travel almost impossible.

The spokesman ruled out the possibility of "ban the French from going on vacation to Spain or Portugal" when asked about a possible change in travel conditions, after last Thursday the Secretary of State for European Affairs, Clément Beaune, have advised against trips to the Iberian Peninsula.

He only added that “vigilance is required, wherever you go on holiday, in France or abroad”, even though “of course, in some countries or in some territories of those countries where the epidemic incidence is stronger, for example in Catalonia, where the incidence rate among young people is up to 1,000, increased surveillance is called for”.

Asked whether it excludes, in principle, the possibility of another country in the European Union moving to the "red list", the spokesman replied: "The considerations that guide us are always of a sanitary and operational nature", in addition to “a certain pragmatism”.

Attal recalled that moving to Tunisia's “red list” – where there are thousands of French on vacation – implies that, starting next weekend, those who intend to enter France from that country will be required to present “an overriding reason”, a negative test (even if you are vaccinated) and complete a period of isolation.
