In the Parliamentary Committee on Constitutional Affairs, Rights, Freedoms and Guarantees, where he is being heard, Eduardo Cabrita said that in January and February, 13,300 administrative offences were applied, while in the whole of 2000 5000 were registered.
"The number of fines issued between 15 January and 15 February was higher than the entire year 2020," he stressed.
The minister also said there had been a "significant increase" in arrests and closures of establishments under the state of emergency decreed to combat the Covid-19 pandemic.
