What are the populations in each of these regions so proper comparisons can be made? With a total population of less than 10m if this is upscaled to other countries populations it really shows what a dire situation Portugal is currently in. Another full lockdown is on the cards...

The situation in Portugal has been exacerbated by the policy of the DGS that only individuals with Covid symptoms have a right to a free Covid test. Amazing.
Asymptomatics have to pay €100. Unafordable for most, especially the many who are currently unemployed.
How many asympromatic spreaders are running around untested?
