Portugal has dropped in categories in the Democracy Index compiled annually by The Economist magazine, ceasing to be a “fully democratic country”, to being back in the category of a “flawed democracy”. The 2020 report released today by The Economist IntelligenceCovid-19 restrictions and a reduction of parliamentary debates were, in Portugal’s case, among the main reasons for the change Unit, titled “In health and Sickness?” puts Portugal and France on the same level: both had previously climbed into the “fully democratic country” category and both now dropped out of it, being the only countries in Western Europe to do so.

Portugal will never become a full democratic country until the citizens have it's own police were no one including the state are above the law. At the moment all 5 police forces work for the state and the state only.
