Passengers flying indirectly to Portugal from Britain or Brazil must present a negative COVID-19 test taken 72 hours before departure and must now quarantine for two weeks upon arrival. The move is designed to close a loophole which allowed travellers from Britain and Brazil to reach Portugal by stopping over in a country from which travel was authorized. Direct commercial or private flights to and from Britain and Brazil have been banned since January to limit the spread of COVID-19 variants.

Not surprise that the UK took Portugal off the green list. They were doing so well in controlling the Covid-19 situation in and around Lisbon, then they give way to politics and had the Brits pored in for that football match. Lisbon is a very high risk area now based on the information I am hearing on the News. This is an international travel deterrent planning a trip to Portugal. One glove do not fit everyone. No travel this year for me to Lisbon as a duel citizen.
