According to the Technical Budget Support Unit (UTAO): "Until the end of July 2021, the known direct financial effect of the Covid-19 policy measures in the Portuguese Public Administrations (PA) account was €4.133 billion".
The €4.133 billion is "the amount of the reduction in the balance caused directly by all economic operations with a known record".
In this category are found the "operations with impact on the global balance, expenditure operations on financial assets, and extra-budgetary operations".
The unit coordinated by Rui Nuno Baleiras also clarifies that "expenditures classified as extra-budgetary have their expenditure entirely financed by community funds and beneficiaries outside the PA universe, but there is a gap between the moment of payment of the expenditure and that of collection of the revenue ", and in this period "represent a financial effort for PAs that deserves to be highlighted".
"The Apoiar programme is the most significant measure in this category, with a gross expense of €949 million, but which, net of revenue collected, reduces to €360 million, representing 8.7 percent of the total Covid-19 measures".
The total effort of the Public Administrations "continues to focus on 'support for the economy' (€3.272 billion; 79.2 percent), including in this typology the expenses with the acquisition of financial assets and the net expenditure on extra-budgetary operations", and health amounted to €861 million (20.8 percent).
In support of the economy, UTAO highlights "measures to support employment and maintain labour (€2.075 billion), which represent 63.4 percent of the total, including expenditure on financial assets (€84 million) and net expenditure on extra-budgetary operations (€404 million)".
In health, "the acquisition of medicines, vaccines and personal protection equipment stands out (€549 million), about 63.8 percent of the total of the typology".
Looking for more hand outs from the EU to pay for it. Even though we go against their advice on American tourism.

Hopefully we will ask UK to pay some of that because tourists from plague island brought us the alpha and delta variants

Well said. You are are completely right. Brits take the virus where ever they go by not wearing face masks and congregate in large crowds as they do in their own country !!!!! Idiots.
