In a statement, the Foreign Minister's office explained that the two competent national authorities - Ministry of Foreign Affairs and Ministry of Finance - have given the green light to the request received from Roman Abramovich.
"The Portuguese authorisation stems from the guarantee given by the British authorities that the proceeds from the sale will be used for humanitarian purposes, not directly or indirectly benefiting the owner of the club, who is on the European Union's sanctions list", adds the note.
The Portuguese Government's position is in agreement with the European Commission, the Ministry of Foreign Affairs said.
I don't get it. What does the Portuguese government have to do with the ownership and sale of Chelsea?

The UK and EU put sanctions on Roman Abramaviche because they said he held ties with Putin.
So the UK happily allowed Russians the bring big money into the UK for years, now Europe governments have impounded all assets of Russians oligarchs, so the money from the sale of Chelsea will go to aid the people of Ukraine.
Call it what you like, it’s Big Brother committing theft. Trudoe of Canada did the same by seizing bank accounts.
You can see where these governments are going can’t you!!
