The approved text provides that the payment of rent can be
paid in advance, with a written agreement, for a period not exceeding two
months.
The BE justifies this proposal with the need to stop the
abuse of guarantees that are requested from tenants to proceed with a lease,
referring to reports that a year of rent is required in advance in some
situations.
“The amount required in advance rent makes it impossible for
many people to access the rental market and is a disproportionate requirement
that needs to be corrected, limiting the amounts that can be requested to guarantee
the execution of a lease”.

I paíd One year in advance, otherwise, no house. The problem is the house needs renovation and the owner don't care. That is a problem.

This 2 months maximum deposit is an absolute joke!! The unscrupulous landlords do what they wish. Their "contracts" are not usually legal so there is no way the tenant can do a thing about complaining. This is because if the "contract" is legal (via Financas), the landlord has to pay 33% tax on the rent. So everything is done illegally.

Wonderful socialist approach to economic & legal problem solving - seems that Portugal has learnt very little since downtown Lisboa was like a dangerous favela with rent control. A friend has purchased a property and not received rent from tenants for a few months. Portuguese courts take several months or longer to hear any disputes so it may be easier to close his property for rentals in future. Especially with finanças taking 28%, maintenance costs, etc. Many slow learners in this society who still believe that the government wants to help them when the priority is populism, ideology and votes, not economic reality. Only when they break the economy properly will the lessons be understood but then there will be someone else to blame.
