According to a report by Postal, the GNR considers that it is an urban myth that driving in flip-flops or without a shirt is illegal.
The PSP states the same: “The Highway Code does not determine what type of clothing and footwear can be used while driving”
The Highway Code does not say that you cannot drive in flip-flops or with a bare torso. There is, however, one issue to be aware of: footwear and clothing cannot be an obstacle to safe driving.
The authorities appeal to drivers to use their common sense when it comes to footwear and clothing and recommend wearing comfortable footwear that doesn’t impede driving.
When it comes to wearing a shirt or not, drivers can make the choice themselves but must be aware that wearing a seat belt is mandatory.
It's common sense not to as they are not secured to your feet. Only idiots would do this. It would be safer to drive in bare feet.

My sister in Australia was the victim of a collision with another driver who wasn't wearing any shoes at all while driving.

I remember an article in the local paper where a young lady was in a rush and drove in her flip flops. Her flip flops got stuck under the pedals and she crashed killing herself and needed rescuring dead from the bottom of a sea cliff. Don't ware flip flops when driving.

I drive generally without flip-flops if I am wearing them.
Good foot hygiene and no flip-flops will save your life.
I had a good friend that crashed at 50kmh against an airplane passing by. He'd be fine if it wasn't for his flip-flops. This is my most intelligent post.
