According to the document, Miguel Albuquerque wants to make the International Negotiation Center of Madeira (CINM), also known as the Free Zone, "more attractive to captivate foreign investment, as an essential trajectory for creating qualified jobs, the diversification of the regional economic fabric and increase in tax revenue."
The support for the CINM involves providing it with "corresponding legal security and subsequent stability’, conditions that the Regional Government considers ‘essential to its regular functioning, as a necessary instrument for the internationalization and growth of the regional economy".
The Program of the XIV Regional Government of Madeira, which stems from the September '24 elections, highlights the need to execute a ‘new model’ in the Free Zone, foreseeing new areas of investment, particularly in terms of technological and digital innovation, as well as the administration of the International Aircraft Registry.
The document, consisting of 190 pages, presents the measures for the 2023-2027 legislature in nine chapters, the first dedicated to "autonomy and reform of the political system", in which the executive indicated that he plans on completing the processes of reviewing the region’s Political-Administrative Statute and Regional Finance Law and to dedicate the regional fiscal system to the cause.
On the other hand, there’s an intention to "impose on the Republic compliance with the principle of territorial continuity in the maritime and air transport of people and goods, in communications, culture and sport, at the same time to also consecrate the condition of the localism on the island of Porto Santo."
The Madeiran Government will also demand the regularisation of the State’s debts to the Regional Health Service related to the providing care to patients of the public subsystems of the GNR, PSP, Armed Forces and ADSE, adding to the demands ‘full compliance of all the commitments made to the region, namely the financing by the State Budget with 50% of the costs of the new Madeira Central Hospital.
In the health sector, Miguel Albuquerque’s team defined as general guidelines, among others, the promotion of system sustainability, more efficient management, the valorisation and training of human resources and the increase in the productivity of professionals with bonus incentives for their work.
At the economic level, the general guidelines point to the launch and application of incentive systems and financial instruments that will be integrated into the Madeira 2030 Program, as well as support for the digital transition of businesses and companies.
The executive also wants to promote the improvement of port infrastructures in the region, adapting them to European requirements and criteria, and on another note, there will be a demand from the State for ‘full compliance with a review of the social subsidy of the maritime connection for the passenger transport between the region and the continent’.
In terms of fishing, the Regional Government will support the diversification of the production of species in aquaculture and promote their consumption, through information and awareness programs, as well as tasting and promotion and promotion actions.
The Program of the XIV Regional Government of Madeira for the four-year period 2023-2027, is scheduled to be debated on the 15th, 16th and 17th of November, at the Legislative Assembly, consisting of nine chapters: autonomy and reform of the political system; education and training; migration, sport, science and technology; economy, sea and fishing; finance, fiscal autonomy and international competitiveness; health and civil protection; tourism and culture; agriculture and environment; equipment and infrastructure and inclusion and youth.
