Of the houses of habitual residence in Portugal, 2,900,093 were occupied by the owner in 2021 (70.0% of the total). However, only 38.4% (1,112,875) had monthly costs for their acquisition. This means that just over a third of owners had monthly expenses for purchasing a house, such as bank payments, according to the study "The Housing Park: Analysis and Evolution 2011-2021", carried out by INE in collaboration with the National Civil Engineering Laboratory (LNEC), based on the results of the 2021 Census.
Looking at the monthly costs arising from the purchase of a house, in 52.8% of homes the expenses were between 200 euros and 399 euros per month. One in five families had expenses between 400 and 649 euros. And only 8.6% incurred home purchase costs exceeding 650 euros per month.
With regard to houses rented for habitual residence (922,810 accommodations), “it was found that 61.4% of accommodations were associated with rent values between 200 and 649 euros, with the average monthly rent being 334 euros ”, highlights INE. When renting, three out of ten families paid rent of less than 199 euros per month. And only 8.5% had costs for the rented house exceeding 650 euros.
Maybe you can add the latest census report rather than misleading people with data between 2011-2021? We're in 2024 and for sure, there is no way the expenses is over 650€ for only 9% of the population.

This makes no sense at all. Who is paying all those exhorbitant rentals we keep hearing about?

Does anyone know who took this fantastic photo of Tavira?

The headline is misleading. The article is not about the price of renting a home for Portuguese families. It is about expenses paid by people who already own their property. The data being discussed in the article is a specific subset that is unrelated to what most people think when they see the price of “rent” for a family, particularly in the current context of a housing shortage and the resulting increased cost to “rent” a house or apartment. The term “rent” should have been replaced with a more descriptive phrase.

Maybe they're counting people co-living that each pay 600€ (1200 €/month rent total thus) as "only paying 600" too XD

Propaganda! Totally false and misleading for purposes of marketing. This is just misrepresented and manipulated information.
