Emma Ngugi, head of the Kenya Society for the Protection and Care of Animals (KSPCA), stated she would prefer low-cost veterinary services to be introduced for those who can pay and mass sterilisation campaigns for stray cats and dogs - due to the cost of sterilising a cat being the equivalent of a month's wages for some Kenyans.
The bill’s intention is to improve animal welfare, but owners around the city argue this is the wrong way to do it, as the first premise of any new law should start with improving the "standards of care that are lacking".
