Regardless of the level of risk of transmission of the new SARS-COV-2 coronavirus, in which only 15 municipalities remain at extreme risk the ban on movement between municipalities applies to all of the Portuguese mainland. The ban on driving between the 278 municipalities on the continent over the weekend has been applied successively since the New Year period, "It is forbidden to move outside your home municipality in the period between 20:00 on Friday and 05:00 on Monday, without prejudice to the exceptions provided for", reads the Government regulation for the current state of emergency.

According to the Government diploma that regulates the state of emergency decreed by the President of the Republic, there are a number of exceptions to the ban on movement between municipalities, including travel for the performance of professional functions (as attested by a statement issued by the employer or equivalent), for health reasons and to fulfil parental responsibilities.

In addition to this restriction, mandatory lockdown continues, in which the main rule is to stay at home, the prohibition of sales or deliveries to the door at any establishment in the non-food business, the prohibition of the sale of any drink at a food establisment, even at establishments authorized for take-away and the ban on loitering in public leisure spaces (which can, however, still be visited). Mandatory lockdown at home provides for authorised trips to purchase essential goods and services, performance of professional activities and physical and sports activities outdoors, in the area of ??the home and of short distance from it. All goods and services establishments open to the public must close at 8:00 pm on weekdays and at 1:00 pm on weekends and holidays, except the food retail, which can operate on weekends until 5:00 pm.

The current state of emergency is in effect until 11:59 pm on 1 March, but the President of the Republic has proposed renewal for another 15 days, extending until 16 March. According to data from the Directorate-General for Health (DGS), released on Monday, Portugal has 15 counties at extreme risk of infection compared to the previous week, after the departure of 104 municipalities from this list. A week ago, the country had 119 of the 308 municipalities at extreme risk due to the number of cases of covid-19, which represented 38.6 percent of the total. The 15 municipalities that remain at extreme risk are Aljustrel, Gavião, Manteigas, Resende, Arronches, Boticas, Rio Maior, Castanheira de Pera, Castelo de Vide, Monchique, Moura, Sernancelhe, Setúbal, Ferreira do Alentejo and Penela. The DGS epidemiological bulletin reports a cumulative incidence period of 14 days between 3 and 16 February. Two weeks ago, at extreme risk, with more than 960 cases per 100 thousand inhabitants in the last 14 days, there were 219 of the 308 Portuguese municipalities.
