According to a report by Expresso, there is a gap in the
design of this measure, which does not take into account capital income in the
assessment of eligibility for support, allowing the transfer of the support to foreign
millionaires who are part of the Golden Visa programme.
Without considering capital income, any millionaire with a
tax identification number and a Social Security number can become eligible to
receive the support of 125 euros. The inspectors heard by Expresso admit this
possibility, since the legal norm that frames it does not provide for a
resource condition that crosses income from work with others, such as those of
a patrimonial nature.
There have been more than two dozen cases detected according
to the newspaper. But it is impossible to know the total number of undue
support.
Sometimes rich ex-pats have commented here how they paid taxes, and then I come and say “Yes, but does it look like it´s being invested in our country to improve non Tourism sectors or to help people locally?” No one says anything then, of course. But what would be symbolic to you rich people who got 125 euros, and a life line for people who can no longer afford to eat or feed their children even when they work-how about transferring those 125 euros to the Portuguese Food Bank? Our gvrt clearly cannot be trusted to manage finances wisely, so for once you guys could put this money where your mouth is and our gvrt would get a message (That rich folk living here who did pay all their taxes expected our gvrt not to finish locals off?). Just a creative-constructive solution to this problem.

The financial strength of the individuals should be the basic for any financial support by the government. Anything else is not understandable.

In the Netherlands we have the same issue with two times 190 euros, nov, dec as a support for the high gas prices before the gas price ceiling kicks in.
Many who don't need it donate it to causes by which the poor, or those on food support, are being helped.
