Are these fines actually effective? Is educating a population too much to expect in the 21st century? Can the Portuguese never learn how to respect traffic regulations? If not, ban them from driving.

A message to all drivers who nearly run person on sidewalk in front of kids´ school over, then after missing target by close shave, raise and wave their right hand: IF I´M LYING DEAD FLAT ON THE SIDEWALK UNDER YOUR CAR, THE HAND WAVING WON´T DO MUCH FOR EITHER OF US, WILL IT? Think, people. It´s not rocket science. THINK.
