In this bill, signed by the sole member of parliament and party leader, Inês Sousa Real, Pessoas-Animais-Natureza explains that the objective is to allow pets to move around and stay on beaches, as long as they comply with existing legal obligations, such as “the need to use a leash in common areas providing access to the beach”, the presence of the animal's owner and the obligation to collect waste.
In view of this change in the law, PAN argues that waste collection points should also be placed in areas providing access to beaches, as well as hydration areas for pets.
PAN points out that, currently, anyone who walks with a pet on a beach where it is not permitted is subject to a fine of up to €2,500 and argues that the current legislation “is not in line with the advances and understandings of society and the way it views pets”.
The party points out a study that shows that, in Portugal, around 56% of Portuguese households have at least one pet and that these “are perceived as contributing to the physical and psychological well-being of their owners”.
“Since they are seen as an integral part of the family, they should also be able to accompany their family in their activities, such as those carried out outdoors, such as going to the beach, as is already the case in several European countries”, argues PAN.
Currently, dogs are allowed to stay in Portugal on six concessioned beaches throughout mainland Portugal, and the party recalls the current legislation in countries such as Spain, Italy, and Greece, where the law is more permissive regarding the presence of animals in bathing areas.
They are angels sent to make us happy. Most dogs love to be on the beach and everyone is glad to see them.

You expect all the people who throw their cigarette butts on the beach to pick up after their dogs?
What if the dog urinates on the beach.....just let it sink in the sand to create a wonderful aroma?
I am a dog lover but not everybody is.
There are places that should be free from pets.
If you want to set aside part of the beach as dog accessible, thats great but who is going to clean that portion of the beach?

Bad, bad decision. Seeing the amount of dog poo on the streets i dread to think what the beaches would be like. I have owned dogs all my life, I'm 75, and would never take my dog to a beach.

Dog owners a a unique breed who in the main have no respect for those who either don’t have or ever want a dog.
I would suggest that a number either cannot read (NO DOGS ON THE BEACH) signs or ignore the law.
Non dog owners are unlikely to have the same affection for others dog owners pets. So keep your dog to your self, respect the law.
The beach is for humans and dogs are animals.

When going to the brach today I see many dogs brought by their owners running around freely. I don't see the point of having legislation stricter then what is apparently disregarded by the police today

Why change the law, dogs go on all the beaches now. Last week I took my family to a "no dogs beach" there were dogs all over the place. Why have laws that are not enforced.

As vets constantly point out dog urine is far more dangerous than excrement and much more difficult to clean up. The noise pollution with them barking as soon as they see another. Like another respondent I am a dog lover and would never ever think of taking one to the beach or keeping one in a flat Woof Woof Leave me at home Thank you

If we had 100% responsible people, allowing dogs on some, but not all, beaches would be fine. But I am opposed to allowing dogs on any natural setting as it disturbs the sea birds and other wildlife. Also, the world population I have observed, including in Portugal, is mostly irresponsible. Some pets are wonderful to their owners, but will kill or maime anyone they perceive as threatening to their owners. That is their natural instinct to protect their own. But it is a danger to everyone else to allow dogs on beaches.

Listen to yourself... It is sad that humans think that the earth is ours, every single piece of land. There are thousands of beaches, surely we could spare a quarter to pets and animals. But no, we insted like to captured and kill animals to extinction... And seagulls ? They are there to eat the rubbish that we leave beyond ! ( but they don't seem to like plastic that much )
