“This was the message I wanted to leave you: a message of work and the prospect of being able to include [in the housing package] many of the proposals presented to us by political parties”, said Miguel Pinto Luz, speaking to journalists, at the Assembly of the Republic, after having met with parliamentary political forces to debate the “Build Portugal” program of the PSD/CDS-PP minority executive, last Thursday.
In a short statement, Miguel Pinto Luz stated that the meetings were “very fruitful” and “with very interesting ideas that the Government proposed to evaluate”.
Asked whether all Government diplomas will be submitted to a vote in Parliament, Pinto Luz replied: “What was agreed, in an open working methodology, is that whatever has to go through the Assembly will pass. We are available for dialogue.”
The government official highlighted that the housing crisis “is a national emergency” and, in this context, it is necessary to work with the remaining parliamentary forces, “with humility”.
Flanked by the Minister of Parliamentary Affairs, Pedro Duarte, Pinto Luz added that the Government “already has the entire legislative process underway”.
The “Construir Portugal” program, announced on May 10, 2024, provides, among other measures, the creation of a public guarantee aimed at young people when purchasing their first home, the reformulation of the Porta 65 program, and the revocation of the Extraordinary Contribution on Local Accommodation (CEAL) and the expiry of the license and transferability. “Construir Portugal” also seeks to “return flexibility and confidence to renters and landlords”.
So we have a national emergency for lack of housing but Portugal will build a second airport at Lisbon which will make it more difficult to home locals as the influx of holiday makers and migrants will only make the situation worse.
