Proposed by the Ecological Party "Os Verdes" (PEV), the recommendation was presented within the scope of the 90th anniversary of the Monsanto Forest Park.
The point that received the least consensus, with votes against from PSD, PPM, CDS-PP and Aliança, was the recommendation that the municipal executive "take as a priority the expansion of the Monsanto Forest Park area, namely, studying the creation of green corridors and the possibility of renaturalising spaces in their surroundings".
BE, Livre, PEV, PCP, two independent deputies from Citizens for Lisbon (elected by the PS/Livre coalition), PS, PAN, IL, MPT and Chega voted in favour of this point.
Other points are for the chamber to recognise the environmental and heritage values of the Monsanto Forest Park for the capital and the Lisbon Metropolitan Area; intensify measures to resolve problems related to car traffic, deepening traffic calming measures; and reinforce cleaning by removing rubbish and waste, as well as fallen tree trunks that hinder passage on pedestrian and cycle paths, and carry out maintenance and rehabilitation actions on the paths' protective barriers.
It is also recommended to the city council executive to ensure regular surveillance and security of the Monsanto Forest Park, carry out the requalification of the Panoramic Building and consider installing more drinking fountains, improving the offer of public transport.
The Monsanto Forest Park has a global area of 1,000 hectares, which corresponds to around 10% of the municipality of Lisbon, and is recognised as the city's "green lung", integrating the territory of seven of the 24 parishes, namely Benfica, São Domingos de Benfica, Campolide, Campo de Ourique, Belém, Ajuda and Alcântara.
The creation of the Monsanto Forest Park came about with decree-law nº 24625, promulgated on November 1, 1934, imputing its execution to the Lisbon City Council, under the supervision of the Government, then Estado Novo, and assigning it to the General Directorate of Forestry Services and Aquaculture are responsible for afforestation work.
