According to the clarification sent by the office of the Secretary of State for Tourism, Rita Marques, to the Association of Hotels, Restaurants and Similars of Portugal (AHRESP), the restrictions on movement between counties, in the period between 00:00 of 30 October and 6am of 3 November, do not apply to "foreign tourists, as well as national citizens residing in the autonomous regions and outside Portugal".
In a previous communiqué, AHRESP had pointed out that, in its understanding, the ban in question did not apply to accommodation reservations made previously.
In its reading of the diploma, AHRESP understands that the reservations previously made, both in the field of Tourism Accommodation and in the field of family and corporate events, "are accommodated" in the part of the resolution that indicates that this restriction does not apply "to movements of non-resident citizens to places of proven stay".
However, at the time, the association noted that it was going to ask for clarification from the tutelage.
Earlier this week the Portuguese Hotel Association (AHP) called for the ban on travel between municipalities to exclude hotel reservations made before the measure was announced.
This measure was approved at the meeting of the Council of Ministers held on 22 October, noting that the AHP had caused "immense disruption and cancellations" in some hotel establishments, in the "planned reservations of small groups, domestic and foreign".
Just over a week after the Council of Ministers announced the return of the state of calamity due to the increase in cases of infection with the new coronavirus, on 22 October the government approved a ban on travel between municipalities on the continent during the weekend of the Day of the Dead, with measures similar to those planned for Easter.
OMG, they could just as well leave everythig open for everyone.

All these restrictions and ambiguous interpretations for one weekend!
During the All Saints' Day weekend Portuguese people traditionally visit family graves. They cannot go to cemeteries outside their own municipality? And even in their own municipality they are probably subjected to crowd control at the cemetery entrance.
Meanwhile, borders are still open and it sounds as if people who have outbound flights or have hotel reservations for the weekend are free to travel to their destination as long as they have proof of their booking. And when they get to the hotel, do they stay put in that particular location? Who is going to clarify all these rules?!
Probably more restrictions ahead. Forget travelling.

They could be attracting a lot of tourists and helping Portugues peoples health by informing to get adequate sunshine in the winter months instead of participating in this fraud. They could also be benefitting from selling lots of fruit to help detox the lymphatic system rather than misleading people into thinking detox is a "disease".

OMG How absolutely ridiculous let anyone who is entering Portugal Tourists or Nationals who may have been working in tge UK where daily new cases are in the region of 23.000 or more its suicidal why oh why penalise the people who are permanently resident Nationals or immigrants like we are.we thought Portugal was handling things very well now.now we are seriously thinking of leaving,but not sure we will go NOT the Uk

Absolutely disgusted with the injustice of this decision. We as residents are happy to comply with the restrictions, and will be fined if found in breach. Meanwhile tourists are allowed go where they like, probably spreading the virus across our country. Complete madness!

I believe the idea was to hinder people travelling around the country during the Halloween weekend. Many people use this time to visit the Algarve for a short break. In view of the increasing numbers in certain areas of the north of the country one assumes this is to used as a mini fire break, maybe... The level of external tourists here in the Algarve are very low but it ought to apply to all as we all have a responsibility to prevent further transmission.

These idiots in government have no idea what they are doing.
Visors and masks were obligatory to access shops.wife got thrown out of shop for wearing visor today ,why- they were ok last week so can people get a refund for the cost of the visor because it is now not fit for purpose.

MY PROBLEM, JUST LIKE THE PROBLEM OF MANY, THERE IS NO DEFINED COUNTY IN LISBON AND ITS SURROUNDINGS. PEOPLE ARE CONFUSED ON WHERE THERE COUNTY STARTS OR ENDS. SACAVEM IS IN CAMARATE AND CAMARATE IN LOURES. WHICH ONE IS THE COUNTY TO FOLLOW HERE? SECONDLY HOW IS THE TRANSPORT COMPANY GOING TO MANAGE THE MOVEMENT SINCE ONE COUNTY OVERLAPS ANOTHER? SO MANY THINGS WORK IN THEORY BUT LACK PRACTICAL APPLICATION. TO ME, IT WOULD HAVE BEEN A COMPLETE LOCKDOWN, 3 DAYS IS BEARABLE. MORESO, YOU CAN GO BY FOOT TO WHEREVER IT CAN CARRY YOU WITHOUT RESTRICTION, NO CARS, NO BUSES. THE GOVERNMENT HAS NEVER SHOWN ANY SINCEREITY IN THE FIGHT AGAINST THIS VIRUS. Can someone please clarify if tourists are allowed only to cross county borders in order to get to their hotel or if foreigners are allowed to visit the Algarve and therefore crossing county borders. For example a tourist stays in tavira and would like to visit Faro. Or he wants to play golf in another county. Very likely he already made a reservation on a golf course. Many thanks to all.

I believe this has been done because All Saints day on the 1st is when everyone goes back to their family home and visits the graves of their forbears. This obviously means that some would travel long distances, and from urban centres into the rural areas.
