Among the public bodies with the most complaints were the
Mobility and Transport Institute - IMT (4,845 complaints), Social Security
(997), the Foreigners and Borders Service – SEF (915), the National Health
Service- SNS (840) and the Tax and Customs - ATA (789).

service of excellence to the citizen and the expectation of the citizen should
not be very different from that of the private service. Fortunately, this
reality is already present in some public organizations that present high
