The government also suggests to anyone who is in Ukrainian territory to consider “temporarily leaving the country”.

“Due to the growing military tension near Ukraine's borders, it is not possible to exclude a worsening of the security situation, travel to Ukraine that is not strictly essential is not recommended”, said the Ministry of Foreign Affairs.

In addition to this indication, which is not binding and subject to change at any time, the Ministry of Foreign Affairs advised that citizens who are currently in Ukraine and “if their presence is not absolutely necessary” to consider “temporarily leaving the country”.

“No travel to the Donbass region [in southeastern Ukraine] or to areas close to the border with the Russian Federation and Belarus is recommended,” warned the Portuguese government.
