The “card by points” system, consists of subtracting points when serious and very serious infractions and road crimes are committed, leading to the cancellation of the driving license when all 12 of the points are lost.
ANSR said that, since it came into force, 2,108 driving licenses were revoked, 614 of which in the last year, an increase of 41% compared to the number registered in the previous five years.
They also stated that 1,063 drivers have zero points on their driving license, and the processes are at the stage of a hearing with the intention to revoke the license (560), notification of the final decision (490) and instruction (13).
In six years, 3,171 drivers lost all points, and 2,108 were left without a driving license.
According to the ANSR, the infractions that most contributed to the loss of points are the use of a mobile phone, speeding, driving under the influence of alcohol and failure to comply with the obligation to stop at a red light.
I’d be happy to get my exchange licence! 21 months, and counting!

In 2019 i contacted SEF for an appointment to update my residency card prior to UK departure from EU.At the end of 2019 appointment was cancelled and told to go online and down load a form that gave me permission to stay in Portugal and that i would receive an email giving me an appointment to attend local council offices to give my bio metric data for a new residency card.
Since then i have moved home and have updated my address on the Finance Portal and on the registration documents for my vehicles but the citizens shop said that to up date the address linked to my driving license i need to change it on my residency card. I have been waiting for two and a half years for an appointment to update my residency card/driving License address and still no sign of an appointment email from SEF.
To say that the SEF is not fit for purpose is an understatement and the sooner they go the better.
Can not wait until i get stopped by the GNR or police because the crapp will really hit the fan then.
