The allocation will be 5 million euros, "with the purpose of supporting energy efficiency and reducing greenhouse gas emissions, reducing energy intensity and increasing energy efficiency by promoting a high-performance, low-carbon building stock", reads the CCDR note.

In this notice, actions are eligible for, for example, “thermal insulation of walls, roofs, floors and glazing”; “air conditioning systems for heating and cooling and sanitary water heating” and “replacement of inefficient windows and doors with more efficient ones and natural ventilation and lighting systems”.

The list also includes the “installation of air conditioning systems (heating, cooling or ventilation) and intelligent energy management systems”; “interventions that promote the incorporation of biomaterials, recycled materials, natural-based solutions and green facades and roofs and bioclimatic architectural solutions in buildings and their autonomous fractions”; “interventions aimed at water and material efficiency, including replacing inefficient equipment with more efficient ones” and “installation of photovoltaic panels and other renewable energy production equipment”.

The last two measures of water efficiency and renewable energy production are only eligible when included in a broader project whose main objective is to improve energy efficiency.

“This will be an important contribution from local authorities to the climate transition, improving energy efficiency and reducing energy poverty in public housing owned by Municipalities”, states CCDR Algarve, stressing that “overall consumption of electrical energy has increased by 23% in the last decade, with the reduction occurring only in public street lighting and interior lighting of State buildings”.

According to the report on the state of the Energy Union published by the European Commission on 11 September last year, Portugal and Spain in 2023 were the EU countries with the highest percentage of Energy Poverty (20.8%).
