According to the 2023 Beach Notice, the “circulation and permanence of animals outside the authorised zones, except for trained or in training assistance dogs, duly certified, who accompany, guide and help people with disabilities” is forbidden.
But despite the law in effect, one can frequently see beachgoers with their dogs on concessioned beaches during the bathing season, disrespecting the signs disallowing dogs at the beach entrances, André Correia, the decade-long owner of the Costa Nova beach concession in Ílhavo, told Lusa.
“Effectively, there’s no respect for the beach, and the dogs walk around here, do their business in the sand and right afterwards kids will dig little holes and roll in the sand, put it in their mouth,” he stated.
The law
The businessman also commented some people “become very offended” because of animals not being allowed in the restaurant premises. “That isn’t an option for us. Animals aren’t allowed on the beach, and we’re located on the sand, we can’t go against the law,” he explained.
André Baroet, president of the Ílhavo Lifeguards Association, also confirmed that there are dogs on the beaches every day, although few beachgoers complain to lifeguards, and if they do it’s because they’re barking.
“When someone complains, we talk to the owner and tell him the dog is bothering other people, and the owner or controls the dog since they’re not even allowed on the beach, or they have to leave. What normally happens is that people settle their dog against the windshield, and they calm down, or they take their dog and leave,” he explained.
André Baroet also mentioned that they only contact the Maritime Police once a second complaint is made about the same animal on the same day.
Besides bothering other beachgoers, contact between dogs and the sand, mainly when it’s dry, is a concern to public health due to the diseases animals can transmit to humans through saliva and feces.
According to data shared by the National Maritime Authority (AMN), between 2020 and 2023 67 fines were handed out due to animals on the beach along the whole Portuguese coast, including the islands.
The AMN specifies that 34 fines were registered in 2020, 16 in 2021, 12 in 2022, and 5 so far in 2023.
Almost half the fines registered in 2020 were in the Command area of Cascais (18) and Vila Real de Santo António (10), an abnormally large number for which AMN doesn’t have an explanation currently.
Of the 28 local commands, only 13 emitted fines for animals on the beach since 2020 (Caminha, Viana do Castelo, Leixões, Douro, Figueira da Foz, Peniche, Cascais, Lisboa, Sines, Lagos, Portimão, Faro and Vila Real de Santo António).
Complaints
In a declaration to Lusa, Aveiro Port Captainship commander Vitor Conceição Dias said they’d been situations registered of people with animals on the beach, but that “there hadn’t been any consequences” because the Maritime Police’s acting “isn’t always immediate.”
“A lot of the time, when agents get to the location all the proof is already gone,” the same man answered, recognising the hard task of keeping watch of the beaches daily, taking into consideration how Aveiro council only 16 Maritime Police agents and the boss patrolling about 70 kilometres of coast and 110 kilometres of lagoon.
He also said that the Captainship receives “five to six varied complaints, more associated to fishing” every day, adding that “it’s not very frequent to have complaints about people bothered by seeing a dog on the beach.”
I personally don't have a problem with dogs on beaches as long as there trained and under control, most of them seem to be having a fun time.
As for the dogs feces this is the owners responsibility just like if they take the dog for a walk in the street,field,woods anywhere, owners should clean this up and if they don't then fine them (heavily).
Owners took on the responsibility of having a dog they must understand this duty is part of being a responsible dog owner.
I spend a lot of time on meia praia and have never come across dog feces,
But have come across a lot of feces on the paths around lagos.
Please people be good dog owner and clean it up
Government please increase this fine so if a owner is found guilty he/she will not let it happen again

I am glad the authorities can overlook dogs as long as the owners are considerate. Sadly i do see humans make and leave more mess than any dogs, especially cigarette ends that could be picked up and played with by children

I think a bigger problem in Portugal is the litter and waste that humans leave on beaches which very often is plastic, cigarette butts and glass which is more dangerous to children and marine life and will not biodegrade for many years to come.

Dog poo all over the streets in Portugal. And when it rains it becomes even more disgusting, Portuguese dog owners even let their dogs poo in places where there are clear signs that it is forbidden. When will these people be educated to treat their animals well and respect public law?

Ok, dogs....enough..a dog is happiness and if they are behaved then let them be. The biggest problem I have at the beach is, the smokers!!!! Smoking everywhere and you cannot even get fresh air at the beach without someone smoking and then throwing there cigarette butt in the sand. You want to complain about health problems from dogs??? I have not heard one case in the hospital from a dog being on the beach. Lets address a real problem. That person that thinks we have to deal with them smoking every place we sit outside in the fresh air. Then the air is ruined by some huff and puff smoker that thinks their bad habit has to accommodated. 2 million people a year die from cigarette smoking and many other health complications. They expose the children playing or sitting around them without a care. So bring any dog and sit beside me but leave your bad habit of smoking someplace else!!!!

In my town, if you allow your dog to defecate on any public areas, you are liable to a fine of €100. Unfortunately, this bylaw is not enforced, as with so many other laws in Portugal.

The law is there for a reason.No dogs on public beaches.It is outrageous that selfish entitled dogs owners think its ok for their dogs to crap and unrinate where peope and children walk bare foot and lay in the sand.
Sure create dog only beaches like in the USA but we do not want your filth imposed on us.

I see no problem with a dog on a beach with a responsible owner. What if you live next to the beach and all these irresponsible tourists and day trippers leave their mess and car pollution where you pay to live. Here tourists are arrogant in my opinion. Let me walk my / our dogs where we live!

If we are being fair and consistent here, children are far more of a nuisance on the beach than dogs! More noise, encroaching into other peoples spaces, dropping food and litter, peeing on the sand and in some cases defecting in the sea, as well as dirty diapers left covered by loose sand. There is a reason the beaches are dragged each day, and it’s not because of dogs! Saying that, everyone’s “minders” should be held to the same standards/rules on the beach and surrounding areas, dogs and humans alike. Just because you walk on two legs rather than four, does not make you better behaved : )

Why have a law that is not inforced. no dogs means no dogs, if a dog is on the beach the owner should be fined not wait for a 2nd complaint. Many laws are broken, speeding in villages a main one. The police should be more proactive and not wait for someone to be killed.

Dogs in Portugal are more of a problem in the living areas than on the beach.
In Cascais dogs are barking everywhere, all day long and the authorities seem to ignore the noise.
I always liked dogs but I'm running out of patience.

What a pity that the Portuguese businessman doesn't mention the humans who defecate in the sand dunes as frequently happens in Salir do Porto or the parents who leave discarded nappies and any amount of litter . No dogs aren't the problem.

Dogs have very rarely caused me a problem (I don't own a dog). Does the restriction apply only near to the sunbeds and lifeguard etc or does it apply to all beaches, even if unguarded?
As other people have already mentioned, I would say smokers are more of an issue. They light up on packed beaches so everyone can inhale their smoke. That was inflicted on me and family last week. Why can't they just move a bit to have their fag? I am pretty sure I did not see them putting the used ends into a bag either.

They need to hand out more fines. I’ve come across a lot of dog mess across various beaches. It’s disgustingly & dogs here are not trained. They jump up on strangers, bark, bite & crap everywhere. The Portuguese are terrible owners. It’s just a cultural thing. Portugal is the worst country in Europe for dog mess

This article is a bit depressing. During the beach season NO dogs should be allowed on the beach and every violation should be fined. And people throwing away cigarette butts should be fined as well.
