According to the Henley Passport Index, in second and third place in the ranking of countries with the most powerful passports in the world are Germany, Spain and Italy (second place, with access to 190 countries) and Austria, Finland, France, Japan, Luxembourg, South Korea, and Sweden (third place, with access to 189 countries).

The Henley Passport Index measures global travel freedom in terms of access to visa-free or visa-on-arrival countries, based on data from the International Air Transport Association (IATA), and is updated in real-time throughout the year as changes to visa policies come into effect.
The article is incorrect. The 2023 Henley & Partners Global Passport Ranking, as shown on the site linked in the article, provides the following rankings (note that, within a given ranking, the nations are listed in alphabetical order):

P.S. As reported in your publication on 15 November, the District of Braga now ranks 2nd in Portugal on the English Proficiency Index , and the Cities of Braga and Guimares rank 2nd and 3rd, respectively, among the largest cities in Portugal. That being the case, it would be nice (and good publishing sense) if the options on the "Location" drop-down list, required when submitting a comment, included "Braga" or at least "North Portugal". Portugal is not in the top 5 according your list. 15 contries are more powerful. With some other counties portufal shares the 16th place.
