"Unit offers worth more than 150 (euros) and those that, in aggregate and from the same donor, exceed that value are subject to the duty of communication to the hierarchical superior/the Ethics, Security and Control Committee".
The same document establishes that "workers must not ask for or accept gifts, hospitality or any benefits that, in a real, potential or merely apparent way, may influence the performance of their functions or place them under obligation to the donor".
"Workers should not seek to obtain an advantage or benefit based on information that they have access to in the performance of their duties and that they are legally obliged to protect."
The order also adds that "acceptance of offers or hospitality of low value (promotional objects, souvenirs) is not objectionable if it is not frequent and falls within normal standards of courtesy, hospitality or protocol as long as it is not likely to compromise, in any way, the integrity of the worker or the service".
The news was reported by Expresso, which contacted an official source from the Tax Workers Union (STI), which explained that the order "essentially maintains what was in the previous one".
I understand Inland Revenue (Finanças) personnel get a government commission for every fine, duty, tax, coima, execução fiscal and the likes they apply to citizens. If you come across an Inland Revenue officer eager to extract money from you and impound or freeze your assets (bank account, property) you are not dealing with a diligent and efficient civil servant, but rather with someone who is working on a commission basis - with government's blessing.
Before the advent of private notary offices the gratificação was imbued in the culture of personnel at Cartórios de Notários. You would be unceremoniously kicked out of a Cartório if as a matter of principle you dared to object to pay a bribe under the guise of the infamous gratificação .
The honourable Dutch MP was right whe he stated before the EU Parliament that Portugal's ruling class spend EU funds on women and booze; etymologically speaking: putas e vinho verde.
