According to a report by the Público, several immigrants
have been complaining about service failures from SEF and the inability to make
an appointment.
On social media, one person claims that, in just one day, he
tried to make 1,500 phone calls to get one of these vacancies, without success,
and an immigrant claims that he needed to make more than 30,000 calls to get an
appointment.
According to Público, a source from the SEF said that
appointments are mostly made through the Contact Center, from Monday to Friday,
with 50 employees and service is available in 21 languages. The daily average
has been around 3,000 calls per day, more than 524,000 since January.
SEF adds that, since the beginning of the year, 215,000
processes have been opened for various subjects and, in recent days, in
addition to 15,184 processes for family reunification and 13,624 for the
granting of a residence permit, 13,624 were opened for a residence card of
family member of a citizen of the European Union.
SEF has assured Público, that thousands of new openings will
be made available for the renewal of residence permits, renewal of golden
visas, extension of stay, issuance of a duplicate, and the alteration of data
and credentials.
Público questioned SEF about how it intends to fill the gaps
in attendance and how the restructuring process is affecting this process, but
there was no response.
Lawyer Filipa Costa, who belongs to a group of lawyers that
created an association to contest the fact that the appointments for residence
permits for work are not made in chronological order, assures that she has been
calling for three consecutive days SEF, from eight in the morning to eight at
night, and so far has not one call has been answered. "The system is
arbitrary and unfair because, once again, we can have someone who has just
arrived in Portugal being put ahead of someone who has been waiting for
years," she told Público.
My husband and I received an email to make an appointment it took us 2 minutes on the SEF portal to get an appointment.

Me and my wife received emails saying we had until 26th to make our appointments, website doesn't work and can't log in ,all sef numbers permanently engaged to all algarve offices,visited the local sef office to be told by the guy on the door that they can't make me an appointment, said I had to call the number,I told him I've tried hundreds of times on all numbers,he said not his problem,looks like we aren't going to get our 10 year residency card as the deadline we was given of the 26th October is fast approaching.

We received our email invitation, booked online within 5 minutes and had our appointment yesterday and was dealt with quickly and politely. Well done SEF

Received my email back in September, made appointment online two days later without issue. Had interview in Loule last week with very helpful lady, took about 30 mins to sort out. All paid and now waiting for replacement card. Cannot fault the process.

either they are stupid or they are telling lies. It took a couple of minutes through the SEF portal after receiving an email. I think some are trying to rush the process and get to the head of the line. Show some patience.

I have tried multiple days making hundreds of calls attempting to get an appointment to renew our residence cards but no one ever answers. Our residence cards have now expired. What are we to do if we can't get an appointment?

I received an email from SEF asking me to make an appointment online, which I did (although the instructions were difficult to follow) but when I arrived at their office at the appointed time I was turned away as I was not on their list. What a waste of time!

I don't beleive that anyone has made thousands of phone calls yet alone hundreds, you would have to be a complete idiot to even count them. We made an appointment ina few minutes and know lots of people who did the same.

I'm not sure how people can make blanket statements such as those that are in the comments section. If ALL appointments were available to be scheduled online, I could understand the remarks from those above, but that isn't the case. Truly they're lucky. They aren't stuck with calling, not everyone has the opportunity to schedule online. We're forced to make hundreds of calls with no other option. I can only imagine how stressful it is for the SEF employees who are doing their best while being overwhelmed due to a faulty system.

Well of course statistically some are going to be happy but just do the maths….yes, not many. The Portal will be blocked and in 6 weeks it may have turned around but this is SEF and where will their pensions come from if it’s easy ?

I had an email saying I had until the 28 November to make an appointment via the SEF portal scheduling page. I tried but couldn't find this option so I sent an email asking for help. SEF replied by the next day and I applied what they told me. Like others here have said, it takes minutes. I now have an appointment in Lisbon for the beginning of December.

I've lived here for nearly 20 years and have never had a major problem with SEF, until now! I received an email asking me to schedule an appointment to get my biometric residency card, but the website listed does not link to a schedule page & the phone number is constantly engaged. Fun and games!

Good for you, those who were able to get their appointments in 2 minutes. The issues are for people who need to make amendments or they are now living 7 hours away from where their appointment will be as it has been over a year since the original application went in.

While renewals and already approved interest manifestation are allowed to be booked online, EU family for the first time needs to be via phone. I have been calling several times since last Friday, the last I count week 8 thousand calls on a day and yet no success! Gonna keep on trying of course but this is being a very tiring process! Happy for everyone who managed to renew or book online, but remember different processes different schedules and so on! Unfortunately it is what we have!

This is kind of joke. People, please, do not writing this comments like "it was so easy to make a appointment online". For some articles, for example - family reunification, there are no such thing as a "online appointment". Only appointment by the phone! My wife and I trying to reach the SEF phone line from 14thOctober, till now, every week days, from 8:00 to 20:00, we did tens of thousands of calls, but we still not reach the line. We can't work, can't rest, we just watching our phones. It's so frustrating, I can't even explain it. This system should be replaced somehow, because it is truly terrible and unfair.

It's fine if everything works on the site. However, when it doesn't it is clearly impossible to get someone to answer the phone. That is the problem.

Hi I have been calling the SEF phone number to renew my kids residence cards but unfortunately calls are not going through. I have dialed 100s of time daily. Also sent an email and they just replied to call the customer service. The service of SEF should be quite easy for everyone. Sef should open residence card renewal through online so at least all those people who are calling them for the renewal of residence card will save them time. I really hope SEF service can be more fast and easy.

I made my appointment online in under 3 minutes. No problem whatsoever. How people say they cannot is a mystery to me. One point worth noting is that the appointment's confirmation email does not inform you to take your passport. I attended my appointment yesterday, but as I has no passport with me, I had to rearrange the appointment for a day in December. However, 2 minutes after I got home the SEF office in Coimbra telephoned me to say that if I attended any time after lunch with my passport, they would process my application immediately. I attended an hour later and was processed by 2 very pleasant staff members, and I am now waiting to receive my new Residency Card in the post in 3 weeks times. There are 1,440 minutes in a day, which means that in a 24-hour period this person had made a phone call every 57.6 seconds. No sleep and phoning continuously for 24 hours. Somebody was being fanciful with the truth.

The comments of people talking about scheduling from an invitation are so blinkered. The Govt had to speed the Brexit process up as they were in breach of the Withdrawal Agreement. I scheduled mine fine. However, I have been calling the SEF standard line since June 2020 to no avail and still can't schedule an appointment for my 3rd country partner. Yes thousands of times. Think about other people's situations not just your own before you run your mouth.

Figured it out! Here are the basic instructions for those who have received an email to schedule an appointment for a biometric card.
1) Click the website link from the email
2) Confusingly, you have to click the "apply now" button as this actually takes you to the log in page and then schedule page.
3) Authorisation ......log in using your email address and SEF password
4At the top of the page are 5 yellow buttons click the third button...if you hover over it says "schedule an appointment etc"
5) Select your name
6) Click the "schedule appointment" button again...
7) It will give the locations that available and you can select the date.

There are enough SEF locations that if they would have an manned appointment station, I am sure those of us wanting an appointment will drive to make that appointment. You would clear out much of the bottleneck. Calling in and internet is a big failure.

I see some very lucky people here, that got an appointment in 2 minutes. I have applied for my permit to stay on April 2021 and still waiting for an email from SEF. I have at least my Expression of interest certificate that I am able to work. Looking forward to their email in order to have my appointment.

My Titulo de Residencia expires on 16 Dec. Based on Portuguese law and what the medis (and SEF) stated in the past, I would be able to get a new Titulo before I left for Brazil on Dec 19th. Now the SEF has no appointments and I have paid for my flights to/from Brazil. I have complained to both the President and PM of the Republic about this blatant "lie" that SEF is stating on their website and telephone stating that appointments CAN be made. HaHa what nonsense.

For everyone who's saying, "Oh, I made an appointment online super easily, stop whining" -- stop. For some of us, we HAVE to call to make an appt, and it's genuinely IMPOSSIBLE to make an appt over the phone with SEF. I have proof that I have called their numbers (which they list on their website as the numbers you should call to set up an appt) over 200 times a day, either with NO answer or the call getting dropped immediately. Apparently these are rookie numbers, according to the people interviewed in the article! I physically and legally cannot make an appointment online with the type of visa I have. The only type of appointment I am eligible to make can only be scheduled by calling SEF. But how am I supposed to schedule this appointment, or receive any updates on my student visa status, if I legitimately can't connect to their offices? With the current state of SEF, getting approved for a study visa in Portugal is incredibly frustrating and even more demoralizing than I'd ever anticipated. Fingers crossed that these issues are resolved soon.
