According to ACAP's annual balance sheet, in 2022 104,908 passenger cars were registered that "already had a registration in another state", detailed the association's secretary general, Helder Pedro.
"Portugal has always been a market that had a great penetration of used imported vehicles, but it rose exponentially", added the ACAP official.
Helder Pedro attributed this rise to the semiconductor crisis, which caused a shortage of used vehicles in the Portuguese market.
"Naturally, the channels of free movement in the European Union led to this importation of vehicles in 2022", he said, adding that the average age of registered cars was seven years.
Concerns
"The first concern we have is environmental. If a car that is coming in is seven years old, no matter where it comes from, it is increasing emissions in the country. Our first concern is that we have an old fleet, which is polluting, and which we have to renew", noted Pablo Puey from ACAP.
Puey, also director of operations in Portugal for the PSA group, also showed reservations about the impact of imports on the car trade.
"A market of 180,000 that has 100,000 used imported cars is a big concern," he stressed.

How about the government stop bleeding the citizens pockets with crazy taxes on new cars, build a sustainable electric charging stations across Portugal, cut tax on low emissions cars and make sure that the Portuguese population is capable of buying new cars. Or invest in public transportation, and so on...

Sure, semi conductor crisis! These cars average 7 years old, absolutely nothing to do with semi conductors! Lest we forget, the sunshine does not generate taxes to run the country, so, let me think, how about taxes on cars, and road tolls! Ahhh, problem almost solved!

This is a natural consequence of the taxation on new vehicles imposed by the Government, and also the large margins expected by used car dealers in Portugal. I note that second hand values when trading in a used car to a dealer Portugal are considerably lower than in other countries, yet forecourt sticker prices at those dealers is much higher.

I agree with Nissan. Car prices in Portugal 4th highest in EU, but way highest if taking average earnings into account. Keeping old polluting vehicles on the road is the consequence of this policy. To bring a vehicle into Portugal from another country makes sense, even with the illegal taxation levied in importing cars into Portugal.

Pablo Puey from ACAP (And most of the government) clearly doesn't know anything about science and climate change. As long as the cars do not pollute, CO2 emissions are actually good for plants and the environment(Go look it up and see what is food to plants). So importing used cars, as long as they don't pollute and give off normal CO2, I do not see a problem and is actually good for life! Bring them in, rather than electric cars, that will become and even bigger problem for the climate change narrative eventually!

I agree with all of these comments. Also, I moved to PT from Spain and brought my car with me. It was still considered an “import “ and caused a lot of anxiety /cost to change it to PT registration. Even though the car is exactly the same as can be purchased here in PT. Just a way to make people pay more into the Govt purse! BUT they still get voted for - go figure…

A used car is just that. Used means it shouldn't be that expensive. But like everywhere on this planet the taxes are crazy. I'm not going to be looking for a car until we arrive. Then the search goes on. Portugal needs to be a bit more at ease with taxes on cars. I heard from some people that I have contacted, that importing a car from Germany is cheaper than buying one in Portugal. This is even after the import tax. How is that right for the people? Then again it has only been here say.
