The decree-law that creates the green railway pass, replacing the national railway pass, has been published in the Official Gazette of the Union. This new transport ticket will have a monthly cost of 20 euros and will come into force from October 21st.

The green rail pass will allow you to travel on regional and inter-regional services, as well as on urban trains in Coimbra, Lisbon and Porto and second-class travel on intercity trains. In the latter case, it is necessary to reserve the seat up to 24 hours before the trip, and only one seat can be reserved per trip, up to a maximum of two different trips per day.

However, in the urban areas of Lisbon and Porto, the pass will only be valid on lines not covered by metropolitan intermodal passes — respectively, Navegante and Andante, both with a price of up to 40 euros. Thus, the new rail transport title only covers the Carregado — Azambuja line in Lisbon and the Vila das Aves — Guimarães, Paredes — Marco de Canaveses, Paramos — Aveiro and Lousado — Braga routes in Porto.

Outside the scope of this new pass are the services of Alfa Pendular, Internacional Celta, first class on intercity and interregional trains and on urban trains in Lisbon and Porto within metropolitan areas.

The monthly value of 20 euros “is not subject to accumulation of discounts”, indicates the decree, which also states that the validity of the transport ticket — which must be loaded onto the CP Card — is “30 consecutive days from the date of its acquisition”.

Also according to the decree-law, the measure will be financed “by compensation under the public service contract signed between the State and CP – Comboios de Portugal”, in the maximum amount of five million euros this year and 19 million of euros in 2025.

However, the national rail pass, created by António Costa's socialist Executive, will still remain in force until October 31st.
