This is the conclusion of a study by EDULOG, the Education think tank of the Belmiro de Azevedo Foundation.
The study 'Teacher Needs: Deficit or Inefficiency in the Management of Education Provision? ', authored by former Minister of Education David Justino, points out that the lack of teachers is associated with an "inefficiency in the management of human resources" and considers that "the management of the network of school provision should deserve increased attention from educational administration".
The analysis shows that around 40% of schools have less than 15 students and 26% have less than 10 students, the result of poor management of the supply network, combined with a lack of criteria in assigning students to classes, as well as an excess of teaching supply in the face of the existing shortage of students.
The study recommends changes in the workload, with the widespread recovery of 50-minute classes and highlights that "for every ten thousand teachers, 181 full timetables are obtained by accumulating the remainders".
Furthermore, the analysis proposes slightly increasing the school calendar, "allowing for a start a little earlier and a finish a little later" in order to reduce the workload and also relieve some weekly hours of subjects "whose total exceeds the 25 mandatory hours".
