Margarida Castro Martins began by saying that "there were widespread contact failures [given that] we lost all communications networks".
Following this, this authority had to "operationalise a contingency plan", using "satellite internet and SIRESP".
"There was a global failure and we had to react," said the official, acknowledging that "it was difficult to establish contact because all forms of contact were inoperative." Despite this, she stressed, it was possible to "guarantee the operationality of Lisbon's emergency centers".
Margarida Castro Martins pointed out that it is now necessary to analyse points for improvement, such as the possibility of "creating redundant communication networks" and reinforcing internal networks.
As for advice for similar situations, she argued that "everyone should have an emergency kit at home that allows us to survive in situations like this."
"A flashlight, whistle, food, water, and everything essential for our survival" were some of the items she advised everyone to have, adding the importance of having a battery-powered radio.
